Is this due to Gariwerd/Grampians or Cape Otway fires? Beak & feather disease? Dog encounter? or bad feather month? Did it get stuck in a wheelie bin it was exploring?

I just realised the date of your pic. 1919-20 was our 'Black Summer' so there may have been local fires then. It is also prior to 'Operation Lockatoo'

@WendyEM This was taken on a bus tour from Canberra along the Great Ocean Road and home. Probably beak and feather, was my guess.
